Paraphrase of the rest: the bot fight is an arms race with no finish line, and the approach is to establish humanness without requiring real-name identity.
Why it is here: notice that the pledge has two halves. "Written by humans" protects E, the experience term. "Voted on by humans" protects C, the contested term. A site where humans write but bots vote is a site where the ranking is synthetic, which is almost as bad as the text being synthetic. The pledge covers both, which is why this formula has three factors and not one.
